Hmmm...it's on the top of each topic page, over to the right but not all the way over to the right...if that makes sense.

Why yes it is, but when I click on it, it says "currently disabled". 

lol I have had both of those buttons since I joined. Just never used them 

Now that I think about it, I think I have always had them too, just didn't pay much attention.
